- Brush and Fallen Tree Pickup

The Town will continue to pick up brush in the Town's right-of-way, from the February 25th storm, as needed on a case by case basis.
The Town will not pick up brush from private property. Residents who need to get rid of brush may do so by:
- Recycling center in their own vehicle (proof of residency required),
- Putting it at the curb for pickup by Sani-Pro on March 17th and March 31st. Brush must be packaged according to Sani-Pro's specifications - Bundles only, maximum of 4 feet long and weigh less than 60 pounds. Brush over 5 inches in diamater, loose branches and other material will not be picked up.
- Hiring a private contractor.
- 2010 Recycling Drop Off Days

Westchester County has published their schedule of Household Recycling Drop Off Days for this year. Household chemicals, flourescent lights, cell phones, batteries and appliances are among the items that they will accept.

New Castle's Department of Public Works has a new email address for you to report problems during a storm. storm@town.new-castle.ny.us will be checked by DPW personnel during storm events. You can advise them on snowplowing problems and other non-emergency events via this email address.
Emergencies should continue to be reported to 911.
- 2010 Adopted Budget Available Online

The Town Board has adopted the 2010 preliminary budget as the approved budget for 2010.
Supervisor Barbara Gerrard's report outlines sound fiscal planning by the Town Board, and the Town's intentions to watch spending very carefully in this challenging economic environment. Read the entire report under the Supervisor's section on the Town Web site.

Coming This Spring...
Restored Soccer Field in Upper Gedney ParkThis spring, soccer teams in New Castle will have a new place to enjoy their sport. The soccer field in upper Gedney park has been reconstructed, and will provide enjoyment for residents of New Castle for years to come.
In 2008, the Town Board approved a capital project to rebuild the field and the project went out for bid in summer of 2009. In October, Acocella Contractors began the project, which will cost about $415,000. Enhancements to the full-size field (100 yards long x 180 yards wide) include an underground sprinkler, and drainage to accommodate stormwater regulations. There is also a 20-foot buffer around the field to ensure the safety during games. Another improvement to the field is the installment of netting behind the goals to prevent balls from becoming lost in the woods. In anticipation of the project, walking trails have been rerouted around the field. The plans also include planting of shrubs around the grounds. Read more...

Snow Safety Guidelines
From DPW Commissioner Anthony VaccaroNo ice or snow may be blown, thrown, dumped, deposited or placed onto any town highway or within the limits of the right-of-way of any town highways. This prohibition applies to both property owners and contractors who clear their driveways, with the property owner being responsible for the actions of the contractor. There is a substantial fine provided for in the Town Code for non-compliance.
Finally, residents who have contracted for in-driveway service for garbage and recycling collections must keep their driveways free of snow and ice in order to have the service continue. The individual truck driver will assess driveway conditions, and will not attempt to enter if he feels he cannot enter and exit safely without risking damage to walkways, lighting fixtures or other vehicles, or possibly getting stuck.
Sidewalks in front of residential or commercial properties must be cleared of snow and ice within 24 hours of the end of a snowfall. If the snow and ice is frozen so hard that it cannot be removed without damaging the pavement, the owner may cover it with sand or some other traction-providing material, clearing the walks thoroughly as soon as the weather permits. If the property owner does not comply, the Highway Department will remove the snow and/or ice, and a lien in the amount of the removal cost may be placed on the property until the owner pays it back to the Town.

The Beautification Advisory Board (BAB) is spearheading the Commemorative Bench Project, which will enable residents to place a brass plaque on a bench in the hamlets of Chappaqua and Millwood, to honor or remember a beloved family member or friend.

There are 27 comfortable and attractive benches located in prime locations such as Gedney Park, the Citibank sitting park, and in front of Town Hall. A 3"x6" plaque on one of these benches is a long-lasting way to pay tribute to an achievement, rejoice in the birth of a child or memorialize one who has passed away.

The BAB is a volunteer board that advises on, formulates and promotes programs to enhance the beauty and appearance of New Castle.

- Town Board Reviewing Options Regarding RD Departure

The Town of New Castle regrets the departure of the Reader's Digest community from their Chappaqua headquarters of 70 years. The much-admired architecture, especially the famous Pegasus, has long been a symbol of the Town's major corporate entity. And of course that corporate entity has been the source of many careers and positions over the years. Watching the business decline over the last several years, the Town continued to hope it would develop a more profitable model that would enable it to regain some of its former corporate strength. However, this continued economic downturn, with recovery still more theoretical than real, resulted in Reader's Digest filing bankruptcy in August. The fact that they will no longer be renting office space from Summit Greenfield, the current owner of the real property, clearly presents difficult issues. By New Castle's zoning law governing the property, Summit Greenfield must rent at least 200,000 square feet of office space to one tenant. That requirement was met by Reader's Digest. No other tenant currently occupies that large an area, and the Town will be reviewing its legal options to resolve this issue in a fair and productive way. The Town Board has stated how much we value the small but important commercial base of our community. It is important to all that that base not be eroded.
- DEIS Official Comment Period Has Ended - Dialogue Continues

Although the official public comment period for the Chappaqua Crossing DEIS is over, we invite all residents to continue the dialogue. The Town Board remains interested in hearing your comments. The applicant will only be required to address these comments that were submitted by September 25, 2009, but we will continue to read each and every one of them. As Lead Agency, we continue our responsibility to listen to your concerns.

- All-Hazard Mitigation Plan - Your Input Needed

The Town of New Castle is developing an All-Hazard Mitigation Plan to identify natural and man-made hazards that, should they occur, would impact the health and safety or our residents, modify our natural and man-made environment, and cause damage to property and the local economy. The plan further identifies methods to mitigate these negative impacts to ensure the continuation of our quality of life.
There are three documents posted below:
o Executive Summary: this provides a brief and concrete overview of the entire plan.
o Section 6, Mitigation Strategies: this excerpt contains goals and objectives to reduce risk and loss, and strategies and initiatives that will be implemented to address critical issues outlined therein.
o The All-Hazard Mitigation Plan draft in its entirety.Hard copies of the Executive Summary and Section 6 may be found at the Chappaqua Library, 195 S. Greeley Ave. and the New Castle Town Clerk's office, 200 S. Greeley Ave., Chappaqua.

The Town of New Castle offers an eAlert system that will notify residents of General Town Announcements; Traffic and Road Condition alerts; Emergency and Weather Related Alerts; Event and Meeting Schedule Alerts. Residents may choose to be alerted through their email addresses and/or their cell phone text messaging. eAlerts will be sent out between 4AM and 8PM, seven days a week, as warranted. Whenever possible the messages will be small enough for one text message. Residents will be able to subscribe to the type of eAlerts they wish to receive.
